It is a capacity and cost difference. In the case of this model, you have 16GB of Optane memory acting as support for the standard 1TB 7200RPM hard drive, making the standard hard drive essentially a hybrid drive with 16GB of solid state memory for quick loading of often used programs and files. A true solid state hard drive has larger capacity and is probably a stand alone hard drive with a capacity of 128GB of storage or more. Obviously the solid state hard drive is more costly than the standard hard drive and Optane Memory combination.
