I think that this computer would be perfect for my Mom. Just one question. How would she transfer her existing applications to the new computer without having access to the internet? She does not subscribe to the internet and I did not notice a drive.

The IdeaCentre 330-20 All-In-One system does have a CD/DVD-RW drive built in, but before transferring any old applications, be sure that they are compatible with Windows 10 and this specific system's configuration - processor, RAM and available hard drive space. You can also use a USB Flash Drive to move files.

That will depend on the software and programs you will be using. This device is an entry level, light use system, with its Intel Celeron processor. We recommend you check with the software publisher's web sites, for the programs you will be using with your daughter, for their compatibility with Windows 10 Home 64-bit operating system and the minimum/recommended hardware requirements (Is a Graphics card required, the processor speed and the minimum required system RAM and the minimum available hard drive space) to run their program, then compare those requirements to this system's configuration.

I need to have 3 to 4 Google maps screens open at the same time while routing out my stops for the day will this computer handle that without lagging also with 2 to 4 apps running at the same time will there be any lag.

No. This is an entry level, light use system with its Intel Celeron processor. It is not meant for multi-tasking.

Is there a big difference between UHD and HD when working on videos. Especially when the videos are 4K as well

HD, equals resolution of 1,920 by 1,080, while UHD quadruples that resolution to 3,840 by 2,160.

This model is not user upgradable. A certified technician must do all of the work, so as to not void the warranty. There is 8GB of RAM soldered on the motherboard and there is an open memory slot, so your certified technician can add an additional 8GB of RAM for a total maximum of 16GB.
