Can i upgrade the ram? Or cpu on this?

This model is not user upgradable. A certified technician must do all of the work, so as to not void the warranty. The maximum RAM this configuration can support is 8GB, so your certified technician can replace the 4GB stick of RAM with an 8GB stick of RAM.

Can the touch pad tap-to-click be completely disabled? I have Parkinsons, and just adjusting sensitivity does not help. If I can't turn off tap-to-click I simply cannot use the machine.

No, it does not appear that there is a way to turn off the tap to click feature on the touchpad on this model. You can only turn the touchpad completely off.
