this should be able to run Fallout 4 right ? my current laptop doesn't have a high enough graphics card or ram to run it

If I purchase an additional 2 year warranty, does that mean the 2 years begin after the 1 year manufacturers warranty?

No, the first year will be concurrent. The second year, of course, is on its own.
