The fan should not run constantly, but it will run anytime the system is working on a task. If you are working on a program the fan will run to cool the system.

Will this machine work with latest Mint or Ubuntu versions for Linux? Also, can RAM be increased from 8 to 16 GB? It seems most things work fine in Linux, but not sure about this one. . Just looking to replace my current machine (old dell inpsiron 530).

Will this laptop (processor) be capable of tab casting video (in standard or high quality) from google chrome to a Chromecast (2nd gen) dongle?
