This is a USB connection headset. As long as the PS-4 can handle USB connections, this headset will work with it. As far as mobile devices, they would also need a full-size USB connector or you would need to get an adapter to convert the USB plug to 3.5 mm.

Can this connect to the internet wirelessly? Can you have dual monitors with this?

Yes to both question: This system has WiFi built in and you can connect two monitors. There is an HDMI-out and VGA port for monitor connection.

This particular model does not have a touch screen. There are two other models that do have the touch screen, but the screen is smaller (21.5" or 24").
