There are a lot of different ways to accomplish this, and finding something "compatible with Time Warner" (or any other cable company) is not an issue - in this case, which provider you use (Comcast vs. Time Warner, or even DSL vs. Cable or Satellite) is completely irrelevent.

For the sake of simplicity, if you have WIndows 7 or 8, try those options first, otherwise a third-party software solution will probably work best. The router-based option is the most complex and least flexible, so I'd recommend against it unless you already have a router with parental controls and you know how to access your router's configuration.
