It's called in-camera stabilization. The HERO7 Silver has in-camera stabilization, but the HERO7 Black has an advanced version of the stabilization called HyperSmooth, and the HERO8 Black has an additional level of stabilization called HyperSmooth 2.0.

Does the camera need an extra waterproof case for extended periods of time in and out of water including complete submersion under water?

The HERO7 White will do fine, even for extended periods, under water down to 33 feet. If you are planning to go deeper than that, or if you just want to have extra protection, you should use the Protective Housing designed for the HERO7 White.

Can you real time stream GoPro Hero 7 camera video by either wifi or blue-tooth through my I-Phone to cloud while on bike ride in case of a accident?

The HERO7 Black does have a live stream function, but it's not a function that saves the content to a cloud storage function in real time. The live streaming function works more like a live webcam that allows you to share your video in real time to platforms like YouTube or Facebook. However, once your video is saved to the camera, you could use your phone and a GoPro PLUS account to upload that file to your cloud storage.

Does it have the capability to follow a soccer player the entire game automatically.

There is not a tracker function that will pan the GoPro automatically. There are some third-party tools that claim to be able to do this.
