Why doesn't the container fill up while running the vacuum? It is suctioning but not filling the container and instead accumulating next to brush rollers

Any idea how to fix my shark navigator pet vacuum that makes super creaky noises when I pull it down to start vacuuming? It is incredibly hard to bring down the handle so that I can start pushing it to vacuum If that makes sense.
