The Lenovo Chromebook 3 14 model number 82KN0000US, is a 110V device. It does ship with a Dual Voltage AC adapter/charger, with a USA compatible wall side plug. To use outside the USA, you will need to add a compatible wall side plug adapter, compatible with the country that the laptop will be used in. This wall side adapter is sold separately.

No. The Lenovo Flex 3 11 Chromebook model number 82KM0002US, ships with 1x USB-C 2.0 (support data transfer, Power Delivery 2.0 and DisplayPort 1.1a) port for video out to an external monitor.
