Yes, this sounds like your power settings are set such that when on battery, the screen dims to use less power. You can change this in the Control Panel. Click on the magnifying glass icon at the bottom left of the screen. Type "Control Panel" in the search window. Click on Control Panel in the list of choices that appears. Type "power" in the Control Panel search window at the top right of the Control Panel Window. Select "Change Power Plan" from the list of options. The power plan you are currently using will be selected and in bold type. Click the "Change Plan Settings" link to the right of the name of your power plan. Here are the settings for when your device is plugged in and when it is on battery. From what you describe, the brightness slider is sett lower when on battery than when plugged in. Be sure the two brightness sliders are the same and your screen won't dim when you go to battery.
