You do not need a Blu-ray player to enjoy your new TV, but if you want to play Blu-ray discs you would need a Blu-ray player. On a Blu-ray player a Blu-ray disc should output a 1080p high definition signal to your TV, but many Blu-ray players are also upconvert players. An upconvert player is designed to play normal DVD's and upconvert the signal to near high definition resolution.
