It isn't unusual for the Washer to fill with different amounts of water when different cycles or options are selected, and the automatic weight sensor also helps determine how much water will be added. It's likely that the conditions you're trying to imitate with the different settings will behave differently with clothes in the Washer than with an empty drum. Also, in a Normal cycle, the initial fill is not representative of the amount of water used for the full wash. The nature of HE front loaders is to saturate the clothes in a mixture of soap and water and tumble them, but not to immerse them, and more water is added at different points in the cycle based on the selected options, soil level, and number of rinses needed.

If you find that there isn't enough water to saturate the clothes and they aren't coming clean, please make sure the hot and cold water valves are turned on all the way, the supply hoses are unkinked and there are no obstructions in the hoses or in the inlet hose screens on the back of the washer.
