Yes, if you have the HERO8 Black in the full protective housing, there will be that barrier between the microphones and the source of the audio, so there will likely be some affect on the audio quality when the camera is in the housing.

Does it have a stereo audio input?

There is not a direct audio in on the HERO8 Black itself. To connect an external mic, you will need to use the GoPro Mic Adapter or the new GoPro Media Mod.

Yes, you can use the Sleeve in water. It doesn't add any floatation to the GoPro, but there's nothing about the Sleeve that would be damaged if it's uses in water. One thing to note is that if you use it in salt water, you'll want to be sure to remove the Sleeve after you're done and be sure to clean the GoPro and the Sleeve with fresh water.
