What does it mean to get a f-stop of f/2.8 or f/1.8?

I am considering buying a DSLR that has good picture quality, is good for action shots, but isn't too expensive. I prefer Canon but I don't really know the differences between some of the cameras and which lenses would be most beneficial. What camera/ lenses/ other accessories should I get?
The f-stop refers to how the Lens works with letting light in. F/2.8 and f/1.8 are what is called a Fast lens because they let in a lot of light allowing usage of faster shutter speeds.
The lens is what goes to the f-stop settings...not the camera.
Any of the cameras you have chosen will work great...it is the lenses you choose that get the clarity and speed out of the camera.
This is one of the more popular ones..in the Canon "L" Series.

Can my camera be saved?

I have a Kodak camera that was accidentially thrown in the wash. It was taken out, and the memory card is saved, all the pictures are still there. Is the camera broken beyond repair? Or can I get a new battery? (The camera uses a rechargeable battery).
Chances are the Camera is done for. Water will damage the sensor and lenses. Sorry.

What is a good camera for a beginning filmmaker?

For just general video recording any camera will do. When working on short films there are some other needs that come into play.
A way to plug in external mics. Manual focus and white balance are just a few features that are needed.
Flash drive based cameras generally don't have these features.
The Panasonic HDC-SDT750K does have a Mic Input.

The Sony A390 has an A-mount lens, what does that mean?

Each manufacturer of Digital-SLR cameras have a different type of mounting system for attaching lenses to bodies. Canon is commonly EF mounts. Olmpus generally are OM and MF. Pentax K and Nikon F.
Sony uses the A Mount system developed by Minolta Konica.

I have a old camera (Nikon N60). Can I use the lens of that camera in any new SLR Camera?

Nikon lenses are a little ticker to use with their modern digital replacements than other manufactures.
It will depend on the actual model number of the lens as to which Nikon Digital body will accept it.

I am looking at Digital cameras, what does SLR and DSLR mean

SLR stands for Single Lens Reflex. This is a type of film camera that used 35mm film (most commonly).
Digital-SLR (DSLR) is still the same type of camera however a digital sensor has taken the place of the film.

I have been looking to buy a Nikon D300 or Canon rebel which would be the most user friendly?

I am a beginner I have a canon G11. I am not satisfied with the quality of the pictures.. I have seen pictures taken with the Nikon and they are excellent, but I didn't know if it would be too complicated for me to learn to use. Someone said the Canon EOS rebel was good the one with 18 megapixels.
Looking forward to your advice..
Both cameras will be pretty much the same in general use. Operations of the settings is much the same even on different manufactures. The best thing is... go to your nearest BestBuy and try both cameras in your hands to see with one makes it easier for you to under stand the layout. Also which one feels good in your hands.
