If portrait is all that you want to do for now you can start off with a good entry level D-SLR. Canon, Nikon, Pentax and Sony all have excellent starter D-SLR cameras under $650.
Later if you wish to do Sports or Event photography you could upgrade to a pro level camera.
A good portrait lens to look for is in the 35-105mm area. The faster lens you can get the better, a f/1.2 to f/1.7 will give you a nice soft depth of field. (see example photos)
Also look into a speed/zoom flash for fill lighting.
