Not sure what you are asking entirely. If you have Internet service you pay for at your home then the Roku can connect wirelessly or wired to it and deliver media to you. If you only have cellular phone internet then you MAY be able to connect the Roku to you phone if you have your phone provide wireless internet, hot-spotting.
The Roku can connect to a network for Internet, it can't provide it. You need to connect the Roku to the Internet. Perhaps you don't have a wireless network at home, but have a computer hooked up to a cable modem of some sort. That modem may be able to setup a wireless network in your home. Call your Internet provider. If the modem can't provide wireless. You then need a wireless router for your home. You may need that anyways for your Roku unless you can run a wire from your modem.
